Impounded car

Hi everyone.
I had my car impounded and i desperately need it back for my work and need to produce a valid certificate of insurance and my driving license to get it back, only problem is so far i have just the cover note for my insurance, i was wondering if that will be enough for them, or do i need the actual documents not just a cover note?
