Focus Static electricty shocks

Hi people. My wifes 1.6 '99 model Focus LX has just started giving her a small static belt each time we touch the body to get in or close the door. Its done 53K if that makes any difference.

Is this normal, or what could be causing it, anything serious?

Would one of the static "tails" you see affixed under cars help disipate the static to earth.
