It appears that the handbrake in my Peugeot 306 is stuck on. Is there a way of releasing this? The handbrake drops, but the car will not move forward or back.

I just need to free it up to get it to a garage.

If your car has got steel wheels the hit the front of the wheel/wheel studs with a hammer until the wheel is released . or if you can get someone to try and drive forward while you do this it should release easier.I know this sounds abit rough but i have done it many time on various car:)

I believe this is common on older 306s and the easiest way to free off is to give drum a rap with hammer to release . Make sure the car is on level ground and wheels are chocked or car is in gear to stop it rolling when brake frees off.
