Insuring fiesta Van as private

hi i am thinking about buying a 1991 fiesta van to insure as private, i am 17 obviously do not own my own business but alot of van insurers seems to ask for this. Can i get the van insured as a car?? The car also has alloys on it which could be blagged to less than the value of standard wheels for the motor, but alot of van companies seem not to want to insure this as they say they do not allow for ANY mods due to them being mainly commerical insurance. Any help would be much appreciated,
